Feather Edges
This tutorial uses Paintshop Pro 7 

1. Get an image.I'm going to use this one:
   
2. Click the selection tool and set the settings as shown below.
 
3. Select the part of the image you want feathered. Mine looks like this:
 
4. Then Ctrl C (copy) and Ctrl V (paste) as a new image.

My finished product looks like this:
